Public Input Sought on Groundwater Cleanup Plan for Camp Edwards

Camp Edwards, Mass. — A 30-day public comment period begins Monday, August 22 for the Impact Area Groundwater Study Program's Remedy Selection Plan outlining the proposed alternative for full-scale cleanup of groundwater contamination from the Camp Edwards' site known as Demolition Area 1.

The comment period, which runs through September 19, 2005, provides an opportunity for public input on the Remedy Selection Plan for the Demolition Area 1 Groundwater Plume. This plan outlines the six cleanup alternatives presented in the Feasibility Study for full-scale treatment of groundwater contaminated by the explosives chemical RDX and the oxidizer perchlorate that is emanating from Demolition Area 1. The 10,300 foot plume, contained on base, is migrating west from the site located approximately two miles northeast of the Otis Rotary.

The Remedy Selection plan also presents Enhanced Alternative 5 as the proposed remedy for Demolition Area 1 groundwater cleanup.

Enhanced Alternative 5 will build on the current groundwater treatment system that began operations last September and is treating close to a half million gallons a day. The proposed remedy consists of a 906-gallon-per-minute, pump-and-treat system with a total of five extraction wells and four injection wells. A new building will be constructed on base to house the containers of granular activated carbon and ion exchange resin used to remove contamination from the groundwater. Enhanced Alternative 5 also incorporates a contingency for an additional extraction well and treatment system to be added if necessary. The proposed remedy is expected to restore the aquifer to levels protective of human health in approximately 11 years.

The Remedy Selection Plan, Feasibility Study and information on how to submit comments will be available online at the Groundwater Study Program Web site: groundwaterprogram.army.mil and at the public libraries in Bourne, Falmouth, Mashpee and Sandwich.

Information regarding the Remedy Selection Plan will be presented at the Impact Area Review Team citizens' advisory committee at 6 p.m. on Tuesday, August 23, at the Holiday Inn - Falmouth on Jones Road in Falmouth.

An information session, followed by a public hearing to accept formal comments on the Remedy Selection Plan for the Demolition Area 1 Groundwater Plume will be held Tuesday, September 13, from 6 to 7:30 p.m. at the Bourne Best Western Hotel, 100 Trowbridge Road, Bourne.

Representatives from the IAGWSP, the U.S. Environmental Protection Agency - Region 1 and the Massachusetts Department of Environmental Protection will be available at all of these meetings to answer questions on the proposed cleanup.

Responses to comments on the Remedy Selection Plan will be provided to the public with the Demolition Area 1 Decision Document, which is expected this fall.
